Kazakhstani budget airline FlyArystan, Central Asia’s largest low-cost carrier (LCC), has officially joined the International Air Transport Association (IATA). The entry brings the total number of IATA member airlines across Central Asia and the South Caucasus to eight.

According to FlyArystan, full membership will enable it to collaborate closely with IATA and global peers across key operational areas, including flight safety, ground operations, and long-term industry strategy.

The milestone follows the carrier’s successful completion of its initial IATA Operational Safety Audit in September, securing its official registration on the IOSA (IATA Operational Safety Audit) registry.

FlyArystan is a wholly owned subsidiary of the Air Astana Group. However, the budget carrier operates as an autonomous entity under its own Air Operator Certificate (AOC) and two-letter airline designator.

The corporate unbundling process began in late 2023 with the establishment of a dedicated legal structure. In April 2024, the Aviation Administration of Kazakhstan granted FlyArystan its independent AOC, followed in October by the assignment of its proprietary IATA (FS) and ICAO (TYR) designator codes. On January 1, 2025, the LCC fully transitioned to operating all flights under its own FS flight code.

Parent flag carrier Air Astana has been an IATA corporate member since 2008.

“Joining IATA is a natural next step for FlyArystan as we scale our route network and expand our international footprint. Membership aligns us with global industry standards, facilitating knowledge exchange and giving us a direct voice in shaping the future of commercial aviation,” Johan Eidhagen, president and CEO of FlyArystan said.

IATA estimates show that air transport directly contributes $2.1 billion to Kazakhstan’s economy.

“The growth of carriers like FlyArystan is pivotal to driving economic prosperity in the region. We look forward to FlyArystan’s active involvement in setting industry priorities and its continued contribution to aviation development in Kazakhstan and globally,” Rafael Schvartzman, IATA Regional Vice President for Europe said.

FlyArystan’s induction brings the number of IATA member carriers in Central Asia to five, joining Air Astana, SCAT Airlines (Kazakhstan), Uzbekistan Airways, and Somon Air (Tajikistan). Three additional members represent the South Caucasus: Azerbaijan Airlines, cargo operator Silk Way West Airlines (both Azerbaijan), and Georgian Airways (Georgia).

While budget airlines historically avoided joining IATA due to membership dues and direct-distribution business models, the landscape has shifted. Today, over 65 low-cost and hybrid carriers are full IATA members, including major international players such as Southwest Airlines (US), IndiGo (India), flydubai (UAE), and Vueling (Spain).

Conversely, several prominent ultra-low-cost carriers (ULCCs) continue to operate outside the IATA umbrella. These include European budget giants Ryanair and easyJet, US leisure carriers Allegiant Air and Sun Country Airlines, and key Asia-Pacific operators such as AirAsia Group, Lion Air (Indonesia), and Spring Airlines (China).

FlyArystan operates a fleet of 28 narrow-body Airbus A320 family aircraft from operational bases in Almaty, Astana, and Aktau.

IATA represents over 370 member airlines across more than 120 countries, covering roughly 85% of global commercial air traffic.
